Construction to expand the car parking at Garages A, B, and C will be very close to the 25-space bicycle rack at Garage C. This rack will be closed during construction.
Other bike parking is available around the airport. See this map.
BTW, despite them closing the largest bike rack, I do think it's pretty cool that they have a map showing where all the bike parking is. I guess there is none at Dulles.

I've biked to the airport for flights a number of times. I wouldn't park at the rack that is now closed on a bet. The only bikes I've ever seen there are missing most of their parts. I always park at the Metro station, I've never had a problem.
I'm not quite sure how you get to the other racks, as cycling is prohibited on airport grounds. I usually ride through the parking lot to the Metro station and I've never had a problem, but it might be different for the more distant racks.
